Here are my slides from this panel - tax is our social superpower, and Tax Justice Scotland can play a key role in delivering a shift in public narratives so that policymakers meet the moment

More positively, it is abundantly clear that the momentum for fully global, public country by country reporting is only growing. The fourth Financing for Development summit - supported by all UN states except the US, Israel and Argentina - called for the evaluation of a "central public database."
September 17, 2025 at 10:42 AM
Policymakers in the EU must prepare for the same threats in respect of their own requirements for public country by country reporting. We've already seen some major US multinationals refuse outright to comply, as @fairtaxfoundation.bsky.social found: fairtaxmark.net/analysis-of-...

Then they get into it.

Tim Cook: 'thank you for helping American companies around the world'.

Sam Altman: 'thank you for being such a pro-business, pro-innovation President. It's a very refreshing change... to get the power back... in the United States... will set us up... for great success'

Zuckerberg, Gates, Cook, Altman each thank Trump for convening them. The first quotes are more generic: Zuckerberg emphasises the companies' huge investments; Gates the 'incredible leadership' of Trump.

The video on the FT.com front page right now is one for the ages - the collective heads of US big tech fawning over the 'leadership' of President Trump. Their participation tells you about their values. Their specific emphasis reveals what they are getting out of it.

Niche but harmful AI hallucination. First, the UK has not transposed any 2021 EU legislation on this matter (hint: Brexit). And second, the UK's (still unused) public CBCR legislation dates back to Finance Act 2016.

Great piece, and very disturbing. Key point in the graphic...

ii. The decision-making rules have been agreed. In line with the Norway-Mexico proposal, we have every effort to achieve consensus, and then 2/3 majority voting if needed on matters of substance in protocols. (The ref to UNGA rule 161 puts standard committee procedure in place, except as specified)

Spain - IFFs v important but linked to exchange of info which covered in convention so maybe not priority. Wealth tax a domestic issue, so would need more detail on the international aspect (or it's info exchange). Digital worked on elsewhere including 1st protocol; so support dispute resolution
February 4, 2025 at 5:58 PM
Indonesia sees taxation of digitalised economy as priority - very important. There was already a discussion on why we need to distinguish this from cross-border services, having a different protocol, because it is different and large. Look forward to background paper from secretariat

Jamaica emphasises importance of certainty from dispute resolution mechanisms, support this 2nd protocol
February 4, 2025 at 5:53 PM
Tanzania supports protocol on wealth, though open to topics on domestic resource mobilisation
February 4, 2025 at 5:51 PM
Belize recalls some early protocol issues can be addressed in main convention. Do think dispute resolution could be useful to support convention and cooperation structurally, and address tax certainty
February 4, 2025 at 5:39 PM
Chile: we are open on 2nd protocol, want largest support, even though our preference on wealth. Many seem to be flexible - perhaps we can look at each on that basis
