Federal rules don’t really allow using airport revenues for non-airport projects; the PA has some legacy arrangements that pre-date those rules.

I remember going into my dad’s old office on a weekend once; they had a mainframe room (with a raised floor for cables and ice-cold AC) with a lot of DEC hardware, and the logo all over the place
