Depends what ppl mean by "consultants". NHSE definitely do employ consultants if you mean PWC, Deloittes etc. Obvs 'senior doctor' meaning of word not so much. So if the charge is that by cutting the size of the employed centre then more PWC types will need to be engaged then that's prob true.
