America’s Civics Education: A Decline We Must Urgently Reverse Research and Curation by andy J.S. Decepida Has civics education declined in the USA? In important ways, unfortunately yes — and the consequences are worrying. National surveys and assessments show that Americans’ civic knowledge is alarmingly low and, by some measures, getting worse. Meanwhile, schools have spent decades shrinking and softening their civics requirements. The good news is a nascent counter-trend: policymakers and communities are starting to wake up and push to rebuild civics. But to truly revitalize civic education, we’ll need to confront the depth of the decline and commit to serious reforms. Alarming Gaps and Downward Trends in Civic Knowledge Start with what Americans actually know about their government — or don’t know. The National Assessment of Educational Progress (NAEP) civics exam, the nation’s report card for civics, delivered a wake-up call last year. Eighth-grade civics scores fell in 2022 for the first time ever recorded, dropping 2 points from 20181. In fact, after some modest gains in the early 2000s, civics performance has essentially flatlined for over two decades — and with this latest slip, achievement is back to levels of the late 1990s1,2. Only about one-fifth of students reach the NAEP ❝proficient❞ benchmark in civics, a dismally low share that underscores how poorly we are preparing young people2. Broader civic literacy surveys paint an even bleaker picture. A comprehensive 2024 study by the U.S. Chamber of Commerce Foundation found over 70% of Americans failed a basic civic literacy quiz covering fundamentals like the branches of government and the number of Supreme Court justices3. One in three respondents could not even name all three branches of our government4. These aren’t obscure trivia questions — they’re the building blocks of democratic knowledge. And even among adults who reported having taken civics in school, only 25% felt ❝very confident❞ explaining how our system of government works5. In other words, our civic education pipeline has been underperforming for a long time, and it shows in an electorate that struggles with basic facts about U.S. governance. It’s true that on a few ultra-basic questions, Americans have shown small improvements in recent years. For example, thanks in part to heightened news attention, about two-thirds of adults can now name all three branches of government, up from just 26% who could do so in 20166,7. But that is faint comfort. Deeper civic understanding remains gravely deficient. Only 5% of Americans can name all five freedoms protected by the First Amendment (speech, religion, press, assembly, petition)8. Nearly 1 in 5 adults don’t know a single branch of government9. As the director of the Annenberg Public Policy Center put it, ❝one is unlikely to cherish or protect freedoms one doesn’t know one has❞10. In short, by outcome measures, civic literacy in the U.S. isn’t just underwhelming — it’s in crisis. Civics Sidelined: Fewer Classes, Weaker Standards, Waning Priority How did we get here? A big part of the story is that civics has been systematically sidelined in American schools over the past half-century. Consider that up through the 1960s, it was common for high school students to take three separate courses in civics and government. But in the ensuing decades, those courses were slashed from the curriculum11. By the 2000s, under the No Child Left Behind era’s focus on tested ❝core❞ subjects like math and reading, civics lost even more ground11. In the blunt assessment of one veteran social studies teacher, ❝we’ve marginalized it for quite a while nationally… You get out of something what you put into it, and we haven’t been putting enough in to get anything other than the results we’re seeing❞12. Today, formal requirements for civics in K-12 education are thin, scattered, and woefully inconsistent across states. Only nine states (plus Washington, D.C.) mandate a full year of civics or U.S. government, typically in high school13. Another 30 or so states require only a single semester course — and 11 states don’t require any stand-alone civics course at all13. In many districts, civics is folded sparingly into other social studies classes, or left as an elective. It’s often treated as a low priority compared to math and English, which dominate high-stakes testing. The predictable result: in a federal survey, just 49% of 8th-graders in 2022 reported taking a class primarily focused on civics or U.S. government — and those who did not take such a class scored significantly worse on the NAEP civics assessment14. Even where civics content is taught, the quality and depth of instruction vary greatly. Many state civics standards have been criticized as vague and superficial, emphasizing memorization of dry facts over the skills and experience of active citizenship15. Nearly every state technically includes some civics in its K-12 standards, but very few set high expectations for applied civic learning (like community projects, debates, or simulations of democratic processes)16. And unlike reading or math, civics usually isn’t included in accountability testing — meaning there’s little systemic pressure to ensure it’s taught well (or at all). In short, compared to the era in which ❝real civics❞ classes were a staple of the American school experience, today’s requirements are generally weaker, patchier, and easier to slip through. It’s also worth noting that civics education has become entangled in political culture wars, further hampering its status. In recent years, some states and localities have fought bitterly over how to teach civics and history — or even what teachers are allowed to say. On one side, there have been moves to ban ❝divisive topics❞ or to mandate a strictly patriotic narrative of U.S. history17,18. (For instance, the Trump Administration in 2020 called for ❝patriotic education❞ to replace what it dubbed ❝radical indoctrination❞ in schools19.) On the other side, educators have been pressured to avoid controversial current events or issues of race and social justice for fear of public backlash20. This minefield has understandably made many teachers less inclined to delve into meaningful civics discussions. Thus, at the very moment we need honest, engaging civic learning, political polarization is pushing it further to the margins in some classrooms. Signs of a Civic Education Revival — And a Long Road Ahead It’s not all decay and pessimism. Recently, a broad coalition of policymakers, nonprofits, and community leaders has begun pushing back to revive civics education — a trend that gives hope, even if it’s early and uneven. Since 2021, at least 24 states have passed new laws to bolster civics in schools21. These measures span everything from requiring additional civics courses or assessments for graduation, to funding teacher training and curriculum development in civics, to restoring elements like community service or project-based civic learning. Notably, this has been a bipartisan effort in many places: across red and blue states alike, legislators have framed stronger civics as a way to boost knowledge of how American institutions function (and perhaps even to counteract extreme polarization)22. In short, there is growing recognition that the pendulum swung too far, and that we must re-incorporate robust civic learning in K-12 education.

😇 {𝙖𝙅𝙎𝘿} The problem isn’t ❝rurality,❞ it’s segregation, homogeneity, and the institutions that cultivate bigotry — things that exist in cities, suburbs, and exurbs too. Blaming geography just punches down and erases rural people who’ve been on the receiving end of bigotry, not the cause of it.

Large meta-analyses of intergroup contact show that, across hundreds of studies and contexts, the strongest and most consistent predictor of lower prejudice is meaningful contact with out-groups, not geography per se.1,2 Where people have opportunities for sustained, cooperative contact across lines of difference, prejudice tends to fall; where they are isolated and segregated, it tends to persist. Rural and urban settings can each provide either kind of environment. Work on neighbourhood composition in England points in the same direction. Studies that distinguish group size from spatial segregation find that the effects of diversity on trust and prejudice are mediated by whether groups actually mix, not just whether non-locals are present in the area.3 In other words, higher out-group presence does not automatically produce more hostility; patterns of segregation and contact are doing the real work. The idea that rural life is ❝uniquely romanticized by white people❞ also compresses a more complicated reality. Demographic analyses show that roughly a quarter of rural Americans are people of colour, with many rural counties majority or near-majority non-white, especially in the South and West.4 Policy research stresses that rural America is economically, racially, and culturally diverse, and that national narratives often erase Black, Indigenous, Latino, immigrant, and LGBTQ rural experiences.5 Romanticization and stigma both operate here: some outsiders idealize a white ❝heartland,❞ while others portray rural places as backward or uniformly reactionary. Scholarship on rural place stigma makes this explicit, documenting how media and policy discourse often treat rural communities as homogeneous, deficient, or bigoted, in ways that have real material and health consequences for the people who live there.6 That pattern undercuts … instead that external narratives and power structures help construct rural areas as sites of ignorance or intolerance. So, the post is gesturing at something real —how isolation, limited contact, and mythologizing can enable prejudice— but it turns those contingent conditions into an essence of geographical or even notional ❝rurality.❞ A more accurate, and less stigmatizing, framing would focus on those mechanisms (segregation, media ecosystems, political economy) wherever they appear, rural or urban alike, rather than attributing bigotry to rural identity as such.
