You really don’t need to explain to me what local councils do.
Mandatory yes, but not a tax. Also complicated by differential.
The distinction is important bc of the misunderstanding people have, where they think if their property doubles in value, their rates bill must do the same

Rates aren’t a land tax though. Property values (or in some areas land values) are just used as a mechanism for apportioning the general rates take across a district
