This government’s new immigration policy is immoral, incoherent and idiotic on every level. It seems to be wildly thrashing around for a way out of a cage of its own making, ignoring all the doors clearly marked (Br)exit.

Apart from anything else, it is a logically incoherent statement. Ref. voters are a subset of the British public, as are all other voters. It’s like saying cornflakes are very close to cereals. So yes, he is literally talking nonsense.
