Judging by the thermal image all of the tanks seem to be empty. Normally when oil is present one can clearly make out the oil level in the tanks due to the high thermal mass of the oil compared to the low thermal mass of the steel tank, which results in a temperature difference visible in the image.

The thermal images of the train confirm it was fully loaded.
You can clearly make out the difference of the colder metal top side of the tankers versus the warmer thermal mass of the oil on the inside.
