The narrator speaking in second-person would feel like they are speaking to the player. For a good example, look at the way The Stanley Parable chooses between these voice styles. When the narrator says what Stanley is supposed to do, the latter is used. Fourth wall breaking lines use the former.

Arkansas’ jails and prisons have been overcrowded for years. The latest number I could find (from 2022) showed about 18,000 inmates in state prisons so this will be a sizable increase in capacity and should help with overcrowding issues.
