We propose a new, standalone department for the PM - 'Downing Street' - bringing the UK in line with other democracies like Australia, Canada and Sweden who all have this in place.

Our model would see this new dept organised around four groups

We have urged govt to adopt 'Infrastructure Investment Partnerships', a new model of public-private partnership that learns from the past.

These should be deployed selectively and strategically, in line with the govt's missions - consistent with what the NAO recommends on clear mandates.

We were joined by a great cross-section of funders and founders with direct experience of scale-up success - and the barriers to it.

We have a £15bn scale-up funding gap in the UK right now, and the opportunities in terms of productivity and economic growth in closing that gap are enormous.

Thought it was good on the dynamics that make this cultural shift harder to achieve: risk aversion, defaulting to the status quo, self-reinforcing feedback loops.

Shows the need for real political will to make progress here - but the opportunity is enormous.
