So a portion of the ecological improvement is the reduction in trawls, but a portion is also the reef effect increasing detritus-fall? I wonder which is more dramatic.

If you’re interested, @strongtowns.org has a lot of thinking about this. Ultimately boils down to (racism, classism, and) state and federal grantmaking processes and cities getting new revenue today, in exchange for O/M/Replacement costs tomorrow.

I’m dealing with fallout from “too many increments” rezoning that happened 10 years ago. Zoning push got way ahead of rents and financing. Now we’re stuck with unbuildable inefficient heights locked in, speculative land ownership on low tax uses. Very un-Strong situation, and no housing built.
