According to the report, several of the sexual assault investigations audited were also “high profile individuals.” Outside of the Moonves investigation, the OIG says it found no evidence of additional breaches. There were controls in place, the OIG said, and that they were not enough to deter him.

Palka, after he had retired, sent a text message to Moonves reading “I’m deeply sorry this happened. I will always stand with, by and pledge my allegiance to you," according to NY AG documents.

Because of the leaked investigation details amounted to insider trading by concealing potentially harmful company details, New York’s Attorney General Letitia James said, Moonves eventually agreed to pay a $30.5 million fine.

That city official was now-retired LAPD Captain Cory Palka, who is accused of meeting with Moonves at a Westlake restaurant in 2017. Palka is accused of sharing what should have been confidential information on the sexual assault investigation for about an hour, then doing it again via text message.

This audit examined 12 reports in addition to the LAPD investigation of Les Moonves. Moonves was fined by the Ethics Commission last year after being accused of improperly “inducing” a city official to create advantage for Moonves during investigation.
