Precisely - it's telling that a massive surge in noncitizen students coming to the US happened in 2009, after the financial crises when many schools instituted austerity measures. opendoorsdata.org/data/interna...

It's a good day to call your Senator and ask them to pushback against these efforts, especially before tomorrow's Senate Judiciary Committee hearing "Never To Be Silent: Stemming the Tide of Antisemitism in America." It should be clear by now that these are attacks on all of higher ed.
