The only reason it works is because the people that fall for it want to fall for it. If you tell a racist that immigrants are why they can't afford a boat they'll believe you. Or how it's easy to convince a Libertarian that age of consent laws are government overreach

...this is all intentional. It's cultivated. It's a tactic. The right needs the conversation focused only on non-issues and not on any of the things that actually matter to people, like healthcare, education and wealth inequality, because not only do Republicans fail to meet these needs...

They try not to be. The problem is Ukraine is farmland, and what little cover there is usually gets blown to shit after a couple days of fighting.
It's hard to tell without context but my guess is that it was already disabled and being finished off, or far enough behind the line they felt safe.
