I'm hardly a hardcore free-market libertarian, but it does seem like the reality of market forces should be a bigger part of this debate. The basic reason you don't need to worry about a 24/7 bar/potshop/noise-making emporium setting up on a small street is basically "there's no demand for it."

I spoke with a few of the RE agents and they were happy to detail their ideal client:
Middle-class Chinese professionals wanting to anchor some of their money off-shore - and perhaps make some rental income.
These condos weren't designed, built, or even conceptualized to be for humans to live in.

In 2021, my tour company was booked to give tours to Real Estate Agents of a surrounding neighbourhood for a new condo they'd be selling.
Every single agent was from China.
They were direct-selling these condos to the Chinese market without even the pretext of being for actual people to live in.
