steam recording is kinda okay now if you wanna try it; you can save clips and then crop them inside steam, you can even crop clips of clips.
also u can add anything as a non-steam game and it records it as well as long as you open it from steam. I use it sometimes to get clip from emulators

I used mpv + a video clipping script called videoclip, it crops shit in seconds if that's what you're looking for, Blender is also not too bad as a quick video editor
