Hmm a hard choice caus most of the villains are so good
I would say Inque! Her powers are really cool and she's also creepy and has a few disturbing scenes

Originally a scrapped Pantheon unit but was rebuilt as a children's entertainer to push Neo Arcadian values. He oversees which children are out of line and sneaks into their closet to "surprise" them.
