"After Interstate 35W opened and 35th and 36th streets were converted into one-way streets, the neighborhood shifted. According to census research by Dr. Lloyd, the black neighborhood contracted. The western boundary shifted from Nicollet Avenue to 35W, making the area more segregated."

Right now, the City's homelessness response team consists of just four positions – and they work in a department that manages parking enforcement and animal control.
