He does have a chip. I've noticed this but i could never help him remove it.

For what I know, the council put the chip on his neck and i never got the chance to see my stormy in his robot mode

Because Stormy has never spoken to me about it. I've never seen him transformed, and when I had to hand him over, I never got a proper talk with him... it didn't help that after the council sent killers after me, they murdered me with Stormbringer.

And even if could speak to the council in this world, I'd be risking myself getting my spark snuffed. As my spark is in possession of this account, I cannot risk dying
