There are criticisms you can make about UTY's writing, but saying it doesn't recontextualize anything or work properly as a prequel is an insane take, it builds upon plenty of what Undertale did not and shows you things Undertale didn't. It even adds to the "boss monster" lore.

You get to see how Flowey was back when he had his save ability, you get to see the power gap between Frisk and Clover because Frisk overwrote his determination immediately while Clover has to do an entire genocide route just to overwrite Flowey's save ability.

You get an entire section of the game dedicated to telling you that there were people who tried being the royal scientist prior to Alphys, there was a whole area introduced that was showing you what the underground's power source was prior to the Core, extra Flowey characterization, etc.
