I'm surprised it's taken SCL this long to start formulating the concepts of a plan with regards to demand response, but I'm glad they're finally looking into it!
The variable pricing at least lets other players enter the market.

Lots of thermal mass already in homes that can act like batteries!

Demand balancing is a great thing for electricity, it helps match to variable supply and reduces the need for expensive storage or (god forbid) adding more gas turbines that can provide rapid supply at peak times.
