In the cases of the Nuremberg trials and the former Yugoslavia war crimes, people were arrested after military defeats.

In some cases, international criminals who once held offices were tried after being overthrown.

I wouldn't dismiss it as "red tape". Diplomatic immunity is tradition with 2700 years of written history, and most likely existed well before that.

Netanyahu, Trump, Putin, and others deserve prosecution, but not via violation of diplomatic immunity.

Although US protection of Israel is part of it, there's a bigger reason.

Diplomatic immunity is protected by _very_ strong diplomatic treaties.

Arresting people protected by diplomatic immunity -- even for genuine, terrible crimes -- would inevitably result in retaliatory arrests on bogus charges.
