The answer to "Who should arrest Netanyahu?" is the next Israeli government -- which _is_ likely to prosecute him, though more likely for domestic corruption than for ethnic cleansing.

In the cases of the Nuremberg trials and the former Yugoslavia war crimes, people were arrested after military defeats.

In some cases, international criminals who once held offices were tried after being overthrown.
I wouldn't dismiss it as "red tape". Diplomatic immunity is tradition with 2700 years of written history, and most likely existed well before that.

Netanyahu, Trump, Putin, and others deserve prosecution, but not via violation of diplomatic immunity.

But that's a small mistake compared to the stupidity of the proposal itself.
