As for the eyes, i just picked the lasso tool, made a bunch of quick sharp lines on a blank layer, grabbed a darker colour to the base, and lowered the opacity of the layer. Then did the same with a lighter colour!

Personally, i use ClipStudio, but Medibang and FireAlpaca are some pretty good free programs if that's what you're looking for. You can also try Krita.
