The stewards' assumption seems to be that the top guys are so good, it must be the unavoidable fault of the horse when interference occurs. WH is saying they commit a professional foul because they think they will get away with it. Assumption no1 may very conceivably be fuelling behaviour no2.
I feel jockeys don't need to be "understood", only horses. If the stewards have a working knowledge of how a horse may behave and what a competent jockey should do to correct it, that is sufficient. Riders ride to the way the rules are "refereed." Be stricter, they will change their habits.
Is there a trainer in Britain who talks more sense than William Haggas? This is not a dig at the jockey in question, it's a pertinent observation at the way the rules get bent to ensure victory. It's not only unfair, it is dangerous.

Films: We need to hack a keycard, obtained by seducing one of the guards. We then need to drop in from the skylight after jumping from a plane, and dodge all of the lasers and traps, carefully switching the jewels for fakes that weigh the same to avoid tripping the alarm.

Real life:
Beauvatier has been a real favourite of mine over the last three seasons and has been very well handled by Yann Barberot. Looking forward to his swansong at the Longines Hong Kong International meeting, before heading to Haras d'Etreham.

🚨 #Daryz (#SeaTheStars), who gave the Aga Khan family a record eighth victory in the Gr.1 Prix de l’Arc de Triomphe, will remain in training at 4 & will not race again this season.

His victory has been rated the best performance in Europe this season, earning a Timeform rating of 131. 🟢🔴
I can only guess at the thought process but given how versatile he is ground-wise, it's really exciting. One thing about this horse is he actually improves when he's not left to get too fresh. Wouldn't be 100-1 that he starts off in the Prix Ganay but after that, it's choose your own adventure
Breaking news: Prix de l'Arc de Triomphe winner Daryz will remain in training as a 4yo. Racing manager Nemone Routh commented: “He progressed throughout the season and we are very much looking forward to seeing what he can accomplish next year.”

5f from home at Longchamp, you can see where the runners passed on Saturday. Compare that to the fresh strip up the rail in the straight. The best of the ground is clearly on the inside. Plenty of width in the straight but you can't afford to go wide in the country.
