An overarching message is that the fastest way to end the reign of fossil fuels is to attack them asymmetrically.

First build the new systems; these will destroy demand for the fossils, and eventually make it possible to eliminate them entirely.

Government policy and investment in new systems can generate self-amplifying progress, moving us from the old technology to the new. We drew from history and recent experiences to create a framework that shows which policies are likely to be effective at each stage of the transition.

People can only stop using an older technology when a new one is available and affordable. We've seen that through the successful shifts from horses to cars, wells to piped water, and coal to gas.

Each time, the story is the same: first build the new, then break the old.

The energy transition can seem like a daunting challenge: how can we transform the polluting machines in so many parts of our economy in such short order?

Today we’re launching our report "First build, then break: a policy framework for accelerating zero-carbon transitions".
Cover of our report: First build, then break.
