It was in early spring when I first asked a close ally if Starmer still believed it was better for ministers to spend longer and become expert in their departments and they basically said it was the biggest thing he'd changed his mind about now having seen how Whitehall operates.

Don’t agree. The way it has been announced, socio-economics is an exclusionary factor. It doesn’t say there are exemptions for disability or care experience. I hope that is just the media line and not the reality. (It’s otherwise obviously sensible but not that different to the status quo…)
