Back in their Bhaalist/Banite, Absolute days, Enver was constantly putting Tavara on the highest pedestal. He was ready to rule as Gods alongside her while simultaneously kneeling before her. With her, he never once lied about his plans and feelings but he did lie to Orin constantly

No. She tried to stop Xal from doing what he was doing, and for that she died a painful death at his hand. Moreover, she was his father's favorite naive dog, and he hated and despised his father.
It is not his style to fix his enemies, so no pity, no regret.
Just pure pleasure.

Echo would not. They believe killing her was a mercy. Valencia, however, hated that she had to fight her sister and would have saved her if she had any chance.

In the Bhaal temple, a black half-elven woman, her hair braided tight on the sides and pushed high over the crown of her head, stands with her arms crossed as Orin circles her, disguised as her. Both women appear in the Wavemother's robe and Deathstalker Mantle, and the Dark Urge carries markoheshkir on her back. Orin says, "A little hole, big enough for the wrom, your body a blood sack to feed it."

Courage grew up in a cult. She knows what it’s like. She looks at Orin and sees what she might have become if she never left her own situation. Having compassion for Orin is an extension of the compassion she’s learned to show herself. She wishes Orin had had a chance.

Carver would. He knows Orin is the way she is because of Sarevok's brainwashing and Bhaal's influence. Like his, Orin's sins are not her own, but to be blamed on their cruel god. He wish he could have set her free without taking her life.

Bluntly?
Probably not. He feels sympathy for her in the way you feel pain for any creature infected with a disease that drives them to mad destruction, but she has lived by death and will most likely die for it. His concerns are grander, and stop the next Orin, as far as he's concerned.

If there's a way to redeem any villain, he wouldn't hesitate.
Much of this is self-projecting as he thinks himself a monster due to what Cazador made him do to so many people (most of all to Xandris)
If they don't deserve redemption, then neither does he.
