I grew up in Alabama and live in Texas. Most of my friends and family throughout my life are conservative. Almost every argument is them being mad that liberals are doing something they aren’t doing.
I cannot emphasize this enough:
They will do this no matter what liberals actually do or say!

What I keep thinking about is how much Trump’s entire premise of his presidency for many people was that he simply won’t do the stuff they don’t want him to do while doing exactly what they want him to do.

“Do not use your phone to answer phone calls” is not advice as much as it’s a condemnation of regulatory inaction that has led a vital means of communication to ruin.
The first rule of avoiding scam calls is to never answer unknown numbers, and even some known ones.
Curious? Bored? Worried it’s an emergency? Wait the extra minute it takes for the call to go to voice mail, then decide if it’s legitimate.
