if the admininstration was serious about this problem, maybe they would try and find out why the US is one of the top countries with drug addiction. and provide free treatment. sadly, there's a lot of money being made by rehabs and private prisons.
in their defense they are only getting back interest that was close to zero percent for years. even without any automation, banks, decades ago, paid 5% interest on simple passbook savings accounts.
