The constitution is kinda garbage, it's true. But designing an effective system is not impossible! It could probably even be done through amendments. Probably. Maybe.

If you have a 70, 80% majority, sure. But with the numbers these guys have? Change those two things and they'd be in an impossible position. They'd not have the house; they'd not have the courts.

This is so fatalistic. A ban on gerrymandering, and a reformed Supreme Court more impervious to packing and a lot of what's happening would be impossible.

TBH there is no way to design any system to counteract an executive declaring "I have all power and can exercise it arbitrarily" when a majority of the legislative and judicial branches responds with "that's right." Such a society is too primitive for modern governance and the rule of law.
