The Frenzy = Not a command

When that code was corrupted or disabled, puppets lost their restraint and began acting unpredictably.

They fought, fled, or malfunctioned. They weren't following anyone's orders, including Geppetto's.

So, factually, the killings came from system collapse, not an instruction.

“Suspected" and "Started."

That means Geppetto initiated the chain reaction that broke puppet obedience, but nothing states he sent a "kill" command.

What the Frenzy technically was: Before the Frenzy, every puppet was bound by the Grand Covenant. A rule system that forced them to obey humans.

There is no document, dialogue, or cutscene anywhere in Lies of P that shows Geppetto issuing an order to kill or destroy the city.

However what the record actually says:

“It is suspected that Geppetto was the one who started the Frenzy due to a message obtained from Romeo, King of Puppets.”
