For those curious, the three 'no' votes were Councilors James Taylor, Oscar Vargas and Althea Graves.

Councilor Mary Kay Harris abstained. Councilors Juan Pichardo and Ana Vargas were absent.

He's 21 and currently a student at Brown University.

I'm told he reached out to the Providence GOP Tuesday.
