Might be worth checking if you got some other driver updates pending (could be an issue with GPU drivers being incompatible with the latest version of Steam)
Steam itself seems to be launching/updating fine from what I see, so the installation ain't the issue. There should be a folder called "logs"

From the looks of it, Steam is installed, or at least off-loading files, in the documents directory, which is somewhat unusual for Steam, from my experience. Something you might want to try is to set an alternate/manual installation directory when doing a fresh install (if you haven't already)
