Um, yes, they did which is why we couldn’t originally vote for senators and we have the Electoral College.
It never has been. But teachers get show some basics in an hour or two and are expected to start implementing right away. There should be training and practice a lot like starting a new sports team.
Not without proper and ongoing training for all stakeholders.
