With these amendments now passed through committee, we strongly encourage Council to pass the Housing Needs Assessment Bill in its entirety.

This bill, as amended, will go a long way towards making housing abundant and affordable in Pittsburgh.

Creating this voluntary Affordable Housing Bonus Program will incentivize the building of more homes, while avoiding the unintended consequences of an IZ mandate.

These amendments create a program that’s truly a win-win scenario: incentivizing more housing and more affordable housing.

The amendments allow most housing projects in the city to opt-in to an Affordable Housing Bonus Program.

If a housing project makes 10% of its new homes affordable, that project will get enhanced density bonuses, additional tax incentives, and an expedited review process.

For months, Pro-Housing Pittsburgh has warned that if Inclusionary Zoning becomes a citywide mandate, it would make it harder to build housing, pushing up rents even higher.

On Wednesday, Council passed the Strassburger amendments, which address our concerns.

Let City Council know that Inclusionary Zoning favors existing landlords at the expense of renters. The hearing is tomorrow! (September 10th) Tell them to drop the poison pill from an otherwise great bill!
