So it's definitely got its limitations and there is still great value from the film watchers world. But hopefully as demand for these types of things grows, the NFL or ESPN will help to make the data more available so the model can be improved over time!
You are right though. A DB would get the same credit for shutting down Chase as any other receiver at the moment. But they also wouldn't get punished if they got torched by him, since catches / yards / TDs allowed isn't included in the model. Mostly because there's not an easy way to get the data.
We've definitely looked at Quality of Competition adjustments, and hope to be able to implement some in the future. Unfortunately, it would probably have to be at a team level for offense and defense, as finding reliable, trustworthy, and accessible individual matchup data has proven very difficult.
You've hit the nail on the head. Some stats, like targets, drops, and pressures/hurries don't get recorded consistently, especially at the college level.

Correct, it only looks at the stats from a box score after a game. This helps it remove human error (which is inevitable) and better evaluate individual players. EPA is more of a team efficiency measure while a player is on the field, since a player could do literally nothing and have positive EPA.
