It’s hard to argue with this premise: “The Federal government has ceased to function for the public good.”
It is the moral, ethical, and yes legally right for Democratic States and Cities to engage in Soft Secession by withholding federal taxes. This would not violate the Supremacy Clause, has immense precedent in US history, & the time to act is NOW.
