because they don't know what it means. It means "ineligible for succession or inheritance under a legal regime that no longer exists in the West." I know it sounds bad, but the Church does not weigh in on legal legitimacy any more
the whole legitimate/bastard thing was only ever a secular legal matter regarding inheritance and succession and only really mattered to nobles.
