yes - the "no cash losers" trick first devised by Sir George Young (I think) 30 years ago mean that people's overall UC won't go up with uprating until they have used up their transitional protection (if they have it of course) so their overall benefit is frozen

and seeing as many are coming off the sickness benefit ESA, there are more sick people on UC and more not working - it's a policy change not a demographic one and not a symptom of a broken society or personal failings

it's mostly people who don't understand the system(or choose not for political purposes) calling the movement of people from other benefits on to Uniersal Credit (nearly complete - well in to 7 figures) as a huge increase in claims rather than a net zero change in the number of people on benefits
