Lots of lawyers don't know jackshit about the law. Exhibit A - Lindsay Halligan. Exhibit B - Alina Habba. And even good lawyers typically have expertise in only a couple of specialties, at most. I have no expertise in the Federal Torts Claims Act. I just know it exists, know how to find it, and

Absolutely untrue. Every single Treasury bond that Social Security has purchsed, as required by law, has been repaid in full upon maturity (then reinvested if there was still a surplus, again, as required by law). There has never been a default.

This meme is false. The income tax on Social Security benefits goes right back to Social Security. It never goes to the general fund so it can't possibly offset a decrease in revenue to the general fund (whatever the cause).

You don't have to be a lawyer to know the law or to simply find it. What I posted for you is the actual statute and (extremely unusual for a statute), it is crystal clear. You don't need to be an expert to understand this one.
