This is a Oc’s heavily based of a real person during the Song Dynasty. He’s name is Emperor Zhenzong (or his personal Name Zhao Heng) of Northern Song. He is the Third Emperor of Northern Song. He met Liu Fei when he was injured during the attack in Liu Fei’s Village by the Khitans.
