I def think that's at least part of the reason, esp if it's E-rated fic. Not specifically comment related, but I did some quick math and for the 5 kpop fics I've posted, on average, 61% of the bookmarks on them are private, and if you take out my one T-rated fic, that jumps up to 63%.
