Lots of humans are just utterly incurious and only have object permanence in the most literal sense that they know things PHYSICALLY still exist when they can't see them, but CONCEPTUALLY, applying that to "people who work X job" is a leap they will never make without prompting and heavy assistance.

I think it's not necessarily specific to public servants, but some folks simply don't even think of any kind of service worker as, well... PEOPLE who exist outside the function they perform. They're simply baffled that someone who provides a service for a living can be anything beyond that function.
