We'll probably never see the other Serpentine tribes because creating these new models is expensive. The budget is limited, and I guess it's mostly used to create models for important new characters (especially those appearing in the sets).

I'm convinced that the Elemental Monsters are all creatures that have been mutated by something. We have a Cyclops and a Serpentine, and the Earth Monster could very well be a Lava-Tide

Honestly, I hadn't cared much about Jay since Prime Empire, but Dragons Rising really brought back my appreciation for the character; his current arc is awesome. I wouldn't go so far as to say he's the best, but I can understand why some people think that.
