I had to block a person from submitting suggestions from one of my groups on dA. It was all inflation stuff.
However! It wasn't because it was fetish content that I blocked them. It was because none of it was of any character from the games the group was about! Like, at least try to be relevant.

As for the layering... You technically don't have to if you don't want to. My advice is to simply learn at a pace comfortable to you. Everyone grows accustomed to things at different paces and digital art is no exception to it.

Good thing about 1 is that really, you'd only need to get a tablet, and there's some good low priced tablets out there, especially if you ignore the screen tablets.
As for software, there's free ones out there. I personally can't say which one(s) to go for as I've been using CSP for years.

Now that you mention it, I do remember an episode from an edutainment show I watched as a kid mention something in that general direction.
