חמאס מחשיבה מאד את תפקיד העיתונאים במהלך מערכות ועימותים עם ישראל ורואה בהם חלק ממערכת התעמולה, המאבק על התודעה וההסתה. ארגוני הטרור ברצועת עזה, ובראשם חמאס, מפעילים ברצועת עזה מספר רב של ערוצי תקשורת מטעמם ואשר מזוהים עמם; במתקפת ה-7 באוקטובר 2023, עיתונאים המקורבים לחמאס קיבלו התרעה מראש על המתקפה והגיעו לאזור הגבול ואף ליישובים הישראליים בעוטף עזה והעבירו משם שידורים ישירים. גם במהלך מלחמת “חרבות ברזל” נצפו עיתונאים רבים שסיקרו מקרוב את אזורי הקרבות, באישור התנועה; מאז מתקפת חמאס ב-7 באוקטובר 2023 ולאורך מלחמת ״חרבות ברזל" (עד 30 בנובמבר 2025), דיווחה לשכת ההסברה הממשלתית של חמאס ברצועת עזה על 256 אנשי ונשות תקשורת פלסטינים שנהרגו ברצועה. ארגונים בינלאומיים להגנה על עיתונאים דיווחו על כ-220 אנשי תקשורת הרוגים; לפי המידע שנבדק ע"י מרכז המידע למודיעין ולטרור במחקר הנוכחי ובמחקר קודם שפורסם בפברואר 2024, 266 אנשים שהוגדרו כעיתונאים ואנשי תקשורת נהרגו במהלך המלחמה ברצועת עזה. מניתוח זהות ההרוגים עולה כי כ-60% מתוכם היו חברי ארגוני טרור או מזוהים עמם, בדגש על חמאס והג'האד האסלאמי בפלסטין; אחד המאפיינים הבולטים של השימוש של חמאס וארגוני טרור נוספים בתקשורת הוא זהות כפולה של אנשי תקשורת ששימשו במקביל פעילים צבאיים חמושים. תופעה זו הייתה בולטת במיוחד בשיתוף הפעולה בין חמאס לבין רשת אלג'זירה הקטרית. עירוב זה בין התפקידים לא רק מערער את האמון באנשי התקשורת ומהימנות הדיווחים שלהם, אלא גם משנה את הסטטוס של העיתונאים בהתאם למשפט הבינלאומי ומציב אותם בפני סכנות, שכן לכוחות צבא קשה להבחין מי הוא אכן עיתונאי ומי הוא פעיל טרור.
