How is this possible for less than what VDOT is estimating for the Eastern Connector in Crozet? I know that there are environmental factors in Crozet, but going over 95 seems equivalent.

It's extremely disappointing as the kid is/was considering FSU as the grandparents living in FL allows out of state kids to get in state tuition with good grades and SAT score, which is a great benefit.
