Income tax is payable on all income beyond applicable tax allowance, £12570 for most people. All income is subject except where exemptions given such as ISAs.

Those with large income streams and capital assets can manipulate what is effectively income as capital gain so pay less tax as CGT lower.

Totally wrong capital gains tax is payable on sale of capital assets (own home exempt) In the current tax system there is no difference between earned and unearned income, but income from employment is also subject to National Insurance.

Absolute rubbish, income is taxed as income, capital gains is taxed as capital gain. ( There is a clue in the name) Second income stream ?? Does that mean if I have 2 jobs one is subject to capital gains tax?

As far as amounts raised I don't know but the figure of a few billions has been mentioned by some. As with most tax one major factor is enforcement.

It is called capital gains tax as it a tax on capital gains, the tax on rental income is income so income tax is paid.

Is possible by those with la large amount of income and capital assets to manipulate income to like a capital gain as the tax is lower. This is not an option for the poor.

To give Blair his due ( much as I hate to) there was some preparation and planning and a programme that was implemented when they took office. Starmer just kept watering down all the proposals he had to the point that there was very little beyond being not so bad as the Tories.
