The idea of linking fees to TEF is clearly an attempt to bankrupt a set of universities. The reputational damage of association of cheaper tuition with lower quality* will ring a death knell.

* of course, TEF does not measure teaching quality

Treating education like a product with variable pricing for 'quality' is a HUGE mistake.

This would create a death spiral for universities serving disadvantaged communities in cutting funding and branding them as 'substandard.'

The result is deepening educational inequality, not fixing it.
