Something like a 28th ammendment that ratifies the regulation of AI systems as controlled software that strictly limits how strong an AI system civilians can use.

Its a little bit more nuanced with software although I do think eventually well need something like 2nd ammendment regulations for Agentic AI systems.

It does make curious if one can be pro military and yet believe in strict 2nd ammendment regulations.
To me the only things you can have are ones you get at ranges, and you have to return those when you leave that day.
