Only council tax rises are limited to 5% by statute
They could hold a referendum but there are strict rules
They could apply to government for special measures but that’s mainly when facing bankruptcy
If everylabour Tory liberal green council had the same reaction we’d be drowning in rises !!

When has a council EVER used a credit card ?
No council I’ve worked in, they don’t conduct business on whats app either most have rigorous email security , and it integrity. All financial accounts are available for scrutiny and are audited regularly
